Air blower always hot

Hi Guys,

My Octavia MK III 1.4 TSI (2014) has the following problem :

Air blown from the blower is always warm/hot - with or without AC.

The AC cools it a bit, but the air is never cooler than warm.

I felt something warm next to my feet, and found that the pipe market red in the pic is very hot.

Is it the Climate control heating system radiator stuck open ?

(car temperature is normal)

Any help mostly appreciated
