My 2019 Octavia has factory fitted towbar.  Should the live feeds for Fridge and battery charge Pins 9 and 10 be functioning ?

 

I would hope so but it wouldn't surprise me if they were not functioning

I put a meter on the pins 9 and 10 and they were not live. However when I plugged in a dummy 13 pin plug ( my caravan is in the south of Spain at the moment ) and accessed the rear of the socket, pin 9 was live and pin 10 was live when the engine was  running .... success 

Is there a microswitch in the socket that senses the plug is inserted and activates the 12v supply on pins 9 and 10? If I remember correctly the same switch should also disable the high intensity rear fog lights on the car when the caravan is attached.

yes the foglight is deactivated as well. I was concerned that the electrical supply to 9 and 10  might not have been connected at the factory. I live in France  and it was supplied by Skoda France.
