July 2019 Karoq 1.5 SEL DSG - Missing parking ticket clip

Hi All,

Just picked up me approved used Karoq and it doesn't have the parking ticket holder.  I noticed it at collection and queried the salesman.  He got the service department to try and fit one while I waited.  they took the panel off where it normally gets fitted but informed me that the screw hole was not even drilled where it should be fitted. I accepted this, of course, but was wondering if 

a) it should have been fitted at factory

b) if not - why not

c) can I insist it is fitted if it was part of the original specs and I already hilighted it as an issue prior to collection

I know this is a real "1st world" type of question but I hate to think I was short changed.  On the other hand the salesman told me it was all standard specs (and priced accordingly) but it turns out that it has ACC rather than standard Cruise Control.  He He!! 🙂
