Recommended products for removing tar spots from wheels

I've had a set of very nice Braid wheels sat in the garage for a couple of years and have decided it is about time I fitted them to the car. I went to give them a clean and noticed that there are a large number of very small tar spots on the wheels (the wheels are white so the spots are really noticeable close up). I've tried using some Turtle Wax tar spot remover that I had in the garage but it seems to take a large amount of elbow grease to achieve any sort of effect.

 

Grateful for recommendations of good products that will get the wheels clean with a minimum of fuss. And no, a full wheel refurbishment is not an option!
