Turbo Actuator Problem

I have a problem with my Skoda Octavia 2, 2007, 1.9 TDI - BLS.

I replaced the turbocharger core last month and after that the car wasn't working properly in the sense that when I press the acceleration the engine revolution doesn't rise linearly. For example from 1500 rpm to 2200 rpm the revolution is linear and somewhere between 2200 and 2300 rpm I feel a boost and after 2300 rpm engine revolution again is linearly.

The turbocharger is KKK.

More than the above symptom, a whistle is heard ( between 1500 rpm and 2500 rpm ) that I think is also from the turbine.

In my opion, i think there is a problem with the actuator adjustment.

Is there any chance to set the turbo actuator properly on the car without disassembling everything again? 

I heard that the turbocharger must be adjusted on an dedicated device, but i didn't do that...

The turbo actuator should just touch the stop screw when 18inHg/460mmHg vacuum is applied.

 

I'd suggest removing the top nut on the actuator rod to check for smooth consistent action.

 

I had to replace the actuator on my 2006 1.9 BKC, the diaphragm return spring had rusted and snapped causing overboost issues and whistling.  All good now.

The actuator seems ok, no rust. I tried to check the actuator stroke by removing the vacuum hose from the engine and it seems to work smoothly.

It remains to get a vacuum pump to fix the actuator stroke.

 

After I'll try, I'll come back with details.
