   I have a 2011 roomster and i am thinking of fitting front fog lights can anyone tell me if the wiring is already there just to plug in

If the wiring is there it is a fat - 2.5mm - white and yellow wire. Not sure whether the corner light function would be via the same wire.

There is no pre installed harness there, so you need to install wires as well.
