Obd2 not powering up

1.6 petrol 2007 Roomster.

 

I plugged in my OBD2 and I get no power to it. Tested it on other cars and the OBD reader (cheap Bluetooth) works fine. 

 

Is there a fuse for the OBD? I read the diagram but can't workout which one it is. Also I read it's something to do with the radio maybe if aftermarket. Looks stock to me. 

 

Also, neither windows go down. I haven't checked the pinched wiring yet. Not sure of the two are connected.

Are you the original owner as some people installed a hidden OBD2, or an off switch, such that the car could still be diagnosed, but couldn't have new keys programmed on the sly by a thief.

 

It was more BMW and other premium cars, which were subject to theft by smashing a window out of view of the alarm, then programming new keys via OBD port, opening the car, driving off and doing what they wanted.

I saw this late. The OBD2 port works now but have no clue why. I did remove and replaced most fuses as I was chasing another issue
