Rear Lights: Inner tail light cluster mounted on the tailgate - Basic lights - Activate?

I have the basic tail light cluster so LED tail/brake and incandescent w16w indicator in the main outer clusters and just the w16w reversing light in the inner clusters. My question is whether the red part of the inner cluster has a LED present but not activated or if it is just empty? I have inspected the rear of the cluster under the inspection panel in the tailgate internal cover and it does look like a cable enters the housing. I could just try to activate the lighting channels (23/24) but just asking to see if the knowledge is out there first. I have seen threads/youtube media about extending the functionality of the inner lights for use as brake lights or DRLs that are already active but nothing covering this

Other observations for info:

The reversing lights are woeful, little more than marker lights and I have fitted LEDs that provide some improvement

The rear fog light in the bumper has an empty lens on the other side so clearly market specific and no option to activate both sides

Roottoot, good idea on using the rear fog as additional light, I hadn't thought of that.

Skoda1982, it is legal to have 2 and it would be my preference. On my Octavia I was able to code them both to be on.
