I couldn't find any lowering springs for my vRS in my country(because there are six Fabia vRS in my country), but there are lowering springs for Fabia 1.4 and Seat Ibiza 1.4, are this springs suitable for vRS?

I would go out on a limb and say no. Normally lowering springs (certainly in the case of Eibach springs) are rated for a specific axle weight.

The 1.9TDi will be one of the heavier Fabia's at the front so springs specific to the 1.4 probably won't be sufficient to take the abuse.

Try contacting Eibach to see if they can recommend a supplier in your country or one that will ship to you. You should find that most UK suppliers will be happy to ship worldwide.

the answer to your question is unfortunetely not , the 1.4 springs will be totally wrong for the heavier 1.9tdi engined car

I was thinking like that but all of the spring suppliers(eibach, omp, h&r, FK, JR) in my country wanted to sell the 1.4 springs to me, and I refused
