Fabia greenline 1.2tdi no power under 3000 rpm and oil smoke on startup after sitting

A few months ago I bought a 2011 Fabia Greenline estate, it's done 103,000 miles and overall drives great. However, below 3000 rpm it feels like there's no power at all, once you get it above 3000 it takes off. It doesn't seem to be building any significant boost untill you hit 3000 rpm. And my cheapy OBD2 scanner confirmed this. I haven't got any fault codes. The turbo actuator moves freely and moves if you apply vacuum to it.
