Does anyone have any idea why my AC only works on the drivers side?

The Sync button should be on, otherwise the heating and cooling system is operated independently by the driver's controls and the passenger's controls.

Sync button is on, but when I put AC on at 19° only the drivers side blows out cooler air, the system was topped up last summer, shouldn't it last longer than that before another top up?

I had the same problem in my Octavia last year which was resolved by a reGas but this was the first time it had been checked in 10 years.

It should last longer than 9 months unless there's a small leak of course.

Problem will likely be a temperature sensor in the passenger side heater duct, I believe there are more than one.

Mine was fixed by a re-gas. Basically it works but barely, and driver gets priority on a toasty day. You may also notice it's hissing for a lot longer than it should
