Automatic Seat Heating in passenger seat

I have a Kodiaq PHEV and I have it set so that the seat heaters come on automatically when the outside temperature is low. The option to activate this is just on or off.

I find that the drivers heater comes on anytime it’s cold but the front passenger (even though someone is sitting in the seat) does not come on.

My previous car used to switch both front seats on (if they were occupied). Is this as expected, or is something not working?
