2005 1.9 tdi no a/c?

So it's hot, and I want to get my A/C working. It hasn't been working for a while and I've tried to figure out what's wrong, but I keep hitting a dead end.

If I turn the A/C on, I can hear the gas "hiss" and the revs drop slightly, so it seems like part of the system is turning on. Today I thought I'd have another look at it. I checked all of the fuses and they're all fine, including the ones on top of the battery.

The only thing I noticed is that when the A/C is on, neither of the radiator fans turns on. Am I wrong in thinking that at least one fan should come on when the A/C is running?

If not, what should I be looking at? The car has never gone above 90°C, but I've never really paid attention to whether the fans have been turning on since I've owned the car.

The fans are wired in parallel, so both should come on.

Hissing suggests low refrigerant level, when was it last checked?

Can you scan the HVAC module for fault codes?

Dud you check the blade fuses under the cover to the right of the strip fuses on battery?
