It does not matter which make of oil you use but it MUST be to Volkswagen specification 505.01 (semi synthetic) or 506.01 (full synthetic) using any other specification oil in a TDI PD engine and you could finish up with a very very expensive engine rebuild. I think the cheapest manufacturer of 505.01 oil (which is probably the most popular) is Millers Oils at around £25 for 5 litres.

as far as i know, mineral oil is only used to break in high HP engines in.
