Do the Mk1 17" VRS wheels fit the Mk2 Octavia? If they do, do the 16" Mk2 Octy wheels fit a 52 plate Passat?

Mk1 wheels wont fit an Mk2 and the Mk2 wheels will be the wrong offset for a 3B Passat.

Octi mk1 has 5x100, Octi 2 has 5x112, so no fit.

I think you'll find that's a conclusive NO to both parts of your question, they won't fit!.

Just fitted my old Mk 2 Octy wheels to my mate's 52 plate Passat and they fit fine. I presume they are ok then?

The offset I would imagine isn't quite right but as long as they dont foul on anything they should be fine.
