This winter is second with this car and last winter was same thing. From cold start if rpm higher than 1k it holds in all gears same rpm

Battery 10 months old agm and coded. Air filter 1 year old. That weird thing happening not every time and only when whether is below 0

I turn heater off until engine get warmer. Problem is not higher rpm but why rpm doesn't drop when engine is hot

When doing regen rpm at 1000 and I checked with scan tool there was no regeneration. I was driving about 2h (100km) and rpm still was 1050

When I start car at -2C rpms jumps to 1000 after couple km rpms drops to 800 and that's how it should be. But some time after cold start rpms jumps to 1050 and doesn't drop even engine is hot it holds 1050 rpms until engine is shut and start again then everything is normal.

Which pattern is correct 1 or 2?
