Our old flatcoat retriever used to jump in and out, until his last year or so of life when some of the spring had gone from his back legs, but even then he'd put his front paws on the sill and with a little lift of his rear by me he'd be in. Our new, now 6 month old, flattie (already 25kg, and still growing) hasn't yet developed the confidence to jump and I'm lifting him in ... but I'm a big, hefty kind of bloke, my wife can't lift him, so I can see why a ramp might be needed.
