Yes it can be changed, and no I don't know how. Haynes may cover it.

As above yes it can, but it might be worth fully extending the belt and cleaning any dirt/crap off the inertial mechanism.

The item itself probably has a single bolt holding it in to a rigid structure from below. Eg the head will be the opposite side to the top cover and should just undo.

Is the machanism bolted to the back of the seat, in the seat or attached elsewhere?

If you can get a picture of the top of the device and then a picture from underneath the thing showing where it is attached it should be very easy to find the bolts.

I think you need to take out the seat and take the cover off to get at the reel. The haynes manual tells you how to dismantle the seat, but I don't think there any pictures though. If I remember correctly you can prise the cover off the seat and then remove the foam. I should try cleaning the belt as above first

Hi hope this helps it was scanned from Haynes:

the main thing i was worried about was hot got get the cover off the back of the seat when dropped down, is it clipped down or secured somewhere

I don't think you take the back off, you have to remove the front. Really you need to take it out of the car to do that. The cover is tucked round something at the back, if you take a pair of pliers you can pull it out carefully if I remember correctly. I don't have my haynes manual around at the moment, I'm sure it tells you in there.
