The SIS should already be signed.

What are you trying to install, are you sure it's for the right version of symbian?

Developers need to apply in order to get a SIS file signed for use on any handset. Until the app is finished developers get certificates that allow a unsigned SIS file be installed and used on a single handset (IMEI id'd) for development and testing purposes.

Developers who have not managed to get their app signed by symbian sometimes let you have the file to install if you sign in to your own phone. You'd do this by applying to Symbian Signed for a developers account, get the resultant files and use some software to modify the app with your phones keygen. This gives you a copy of teh app that will only work on your phone.

Developer certificates expire after about 6 months, so you will need to get a new certificate after that time and re-sign the original app with the new details.

There's a lot of step-by-step instructions on how to sign SIS files out there. But its no simple process by any means. Gets easier after the first time as you have all the files needed to sign the next app.

I think; Symbian being an open platform, anybody is free to write an application for this platform and you don't have to pay for it. BUT if you develop, you are tight to your own machine. If you distribute, your software will not work on another phone as it will be tight to the IMEI. (Unless you are a software house, in which case you have a signature issued by a software testing business, like symbian and they charge you for it).

I have been given a SIS file, I now want to sign it for my phone, which means I need to supply my IMEI, which I am not keen on.
