Hi,

Have decided that I want a 1.4TDI Fabia when I get it secondhand, and hopefully that will be within the first half of 2009. Not ahead of time either!

But a look at Skoda's website reveals that, with regards to bhp:

70bhp = 127g/km of CO2 (new tax band D)

80bhp = 120g/km of CO2 (new tax band C)

My query is: in what way does the bhp effect the emissions?

The bhp output of an engine does not in itself directly effect emissions, but the overall efficiency does. That is, the amount of fuel used by the engine over the CO2 testing cycle is directly related to the amount of CO2 emitted.

The conclusion from the CO2 figures you quote is that for that particular cycle the 70bhp engine uses more fuel than the 80bhp engine. This does not definitively mean that the 80bhp engine will be more economical than the 70bhp one when in real live use on the road, but it does suggest that this might be the case.
