...are available to remove (as opposed mask) swirls/slight defects by hand?

Meguiars Swirl-X is probably the most commonly used product....

You'll be wasting your time trying to remove swirls by hand mate to be honest. VAG paint is notoriously hard and you really need to machine polish to get any kind of decent result. You'd probably get better results trying to mask them using SRP.

by hand your better of masking and sealing well, otherwise a machine polish to remove from someone local wont cost the earth

Think we touched a bit on this via PM but as has been suggested your going to struggle to remove swirls by hand and I agree with the suggestions made above..........

Skoda paint is unfortunately the same as VW, Seat, Audi, Bugatti, Lamborghini as they are all part of VAG, it's fairly tough I'm afraid and can take some time to achieve 100% correction.........:(

So if a machine polisher is recommended what setup would people recommend for sub £100 or isn't that a good budget?

I think you will struggle to get a decent DA for that price and if you did you wouldn't get any products with it mate, unless you look out on the classifieds on DW for a cheap second hand bargain?

In a recent experiment on the Detailing World Forum, Autoglym Super Resin Polish came out top for swirl correction/masking by hand.

I would try that first with about 4 or 5 passes per panel..If thats no good then machine polishing is the only answer
