Possibly - best bet is to shop around as many of them as you can. No one company generally promotes insuring high-risk drivers, but each company has particular demographics they try and target in an attempt to get new business.

I doubt that you will do better than Elephant. After I had had a couple of claims and lost my bonus, Elephant quoted almost half less than the best of other companies. They are less good once you are more acceptable to other companies strangely enough.
