Black box data

I was reading about access to Toyota's black box data on their cars, apparently there's only one laptop in the whole of the USA with the necessary software installed, capable of speaking to the car's blackbox.

Does anyone know the score with VAG? I've never looked before. I can recover freeze frame data from vagcom around the time of a code being logged, but this would be seperate memory where you could query the last say 15 seconds worth of data (steering input, pedal positions, reported road speed etc.)

Does anyone know of any tools to access this memory?
