Refurbing wheels

I have some wheels that have been refurbed and painted but I want to paint them a different colour and fancy trying it my self as these wheels are only gona be track wheels.

How do I go about it?

I'm guessing I have to rub them down? But not sure what with (by that I mean what sort of sand paper) and how much to rub them down?

Then do I primer them? Is there a special primer to use?

Then painting them, what paint shall I use is there a special paint to use?
