What is the difference between the milltek de-cat pipe and a basic piece of steel piping of the same length and bore?

None.Apart from if it is normal mild steel,it will rust.

Get a local Custom Exhaust place to make it up for you. They use 316 or 304 Stainless Steel and most give you lifetime warrenty on it.

wouldnt removing the cat cause probs with the MOT ? i thought that if the car had one fitted originally by the manufact. then one had to be fitted for the MOT ? or is this not the case

From what I have read no it should still pass the M.O.T (emissions) regardless weather it has a cat or not. :)

custom pipe in stainless is still a lot less than big branded decat pipe

If it's a diesel it will pass cos diesels don't get tested for emissions, only smoke.
