I have just had my alloys refurbed on my Fabia and am wondering if a set of Mk 5 Golf steelies will fit it as I want to use them for winter to make the alloys last and I have a chance of getting hold of a set.

No they are the wrong PCD, the MK5 Golf is 5x112, your Fabia uses 5x100.

Get yourself some Golf MkIV steelies (probably only 15''), they will fit a treat. The Beetle and the Bora definitely had 16'' steel rims on them if 16'' is the size you are after (fitted to Bora S model and Beetle 1.6 petrol upwards). They will be the correct width if you want to chuck your Fabia tyres onto them in the winter.

they're over regular 312's, right? you reckon they'd have a hope of fitting over the AP calipers on my Ibiza?

The O.E ones off a mk1 Superb or Octavia shouild fit too, if you want to stick to Skoda

Arent most of the Octavia's with steel rims running 15" wheels ?

Theres no need to stick with Skoda rims anyway as the steel wheels would be identical between the brands,

much like indicator stalks etc between models

Yes they fit over the 312mm discs but not a hope in hell over the four pots mate.
