Probably. I got one not long ago, and the software included was VCDS lite.

Well, the cable works with VCDS Lite, but not VCDS (full version). I'm not surprised by this, but curious as to why exactly. Is it that the full version will only work with a Ross Tech cable?

The official version of the cable from Ross Tech contains a hardware dongle which acts as a software licence key for the full version. Without the dongle hardware present the full version won't work.

No, since this cable is unable to interface with the octy mk2 at all, for the mk2 you need a full version of VCDS and the ross-tech cable that supports CAN which you current cable does not.
