Anyone know if "bad road" package is accessable from fabia to all countries now?

In Norway`s skoda-site (www.skoda.auto.no) its possible to order with "bad-road" package

but.. from sweden (www.skoda.se) where I bought my Skoda fabia combi active 1.2 tsi DSG, there isnt any "bad-road" package yet..

and.. Is it possible to add such a package without cansel the order and order the car from beginning again? new 6 months?

yust checking if someone know before I call the dealer in sweden.. :)
