whistling turbo?

Had my second hand diesel Octavia VRS since May 2009. Four days before warranty expired it decided to start whistling (like a distant police car siren). Louder when accelerating.

Visited main dealer who instantly said that it was the turbo and it would be replaced under the warranty. Turbo supposedly replaced but the noise was still there. Revisited the dealers and told that this was perfectly normal. It is extremely irritating. Just been out in a friends VRS and whilst there is a very tiny noise when accelerating it is nothing like the whistle that i have to put up with.

Could it be anything other than the turbo?

Anyone else with a similar problem?

Fuel consumption has also dropped by approx 12% since new turbo fitted.
