Hi mate, you don't say how old your car is but I'm guessing as it's a vRS it's no older than mid to late 2003. Has it ever been involved in a rear end collision or had a boot respray to your knowledge? If not it will probably be covered under the 10 year anti corrosion warranty. I'd take it back to the dealer you bought it from and discuss.

If the rusting has been caused by mechanical damage of the paintwork then you've got no chance of a claim succeeding - check the paperwork you've got with the vehicle...

I went to VW with a paint claim the other day (12 y/ warranty I think?). Anyway, long and short of it is that if it's plastic/a trim then tough luck. If it's been caused from the outside in - i.e. a scuff, stone chip causing rusting - tough.

My old Fabia suffered from the boot lid paint bubbling up from underneath too - so sounds like it might be that.

If it's caused by the paint bubbling up from underneath then it should be. If you go in, they'll take pictures of the damage/effected areas and sent it off to VW/Skoda. Once they hear from them, they'll either get the go ahead to act and sort it - or reject the claim. Where you go from here I dunno.

Hope that helps a bit.

If the paint is bubbling but not broken you should claim, but if the paint is already broken you have no chance because it will not be clear whether it rusted from the inside out or if the paint was damaged which then cased the rust. Ths is what the Skoda paint specialist told me when we (sucessfully) claimed for a new tailgate
