On the MPG calcs, yes they're calculated in exactly the same way, whether you're Maxidot equipped or not.

% value of calc can be altered in VCDS. Best way I've found is to brim to 'click', do 50-100 miles of mixed driving trying to do as varied a journey as possible taking in all road types, then fill back up to the click and note the amount of fuel added and distance travelled. Work out MPG properly from that then you can accurately alter the figure in VCDS
