As with most things it depends how much notice you give.

If the car is in it's build phase or just about to be built then no, you wouldn't expect to be able to alter the configuration.

If it's only been a few days or a week or so since you ordered and no build week has even been assigned yet then yes, you'd expect to be able to make changes.

However also expect your car to possibly drop down the waiting list - a major change could see you literally back at the bottom of it.
