Hey guys the horn on my 1989 fabia isnt working! Also when I turn on the ignition theres a kind of hoot which Im wondering might be a warning sound connected with the horn??

89 Fabia? No wonder it isn't working!

Check the Horn fuse first. If that's in tact the next step is to go to the horn itself and check power is reaching it. If not the steering wheel switch or wiring could be suspect.

If the horn itself is broken it's a good time to upgrade

Checked your fuses?

As it beeps briefly when starting? - I also wonder if it could be an internal fault with the central electrics module. If it turns out to be this, I myself would wire up the horn with a relay rather than replace the central electrics module as the module is likely to be quite costly (whereas a relay is a fiver). I would hope any automotive electrician should be able to wire it up like this for you.
