As per NEW mot handbook. "If fitted, washers & levelling must work" key word is "IF". They don't have to be fitted.

Do we know if they need to work for the MOT if fitted to non-xenon cars (I have washers and halogens)? Mine don't, and they're so pointless I CBA to fix them!

No, I'm pretty sure the wording specifically refers to "if fitted alongside Xenon lights".

edit - Method of inspection is "Where HID or LED dipped beam headlamps are fitted, switch on the headlamps and check the operation of any headlamp levelling and cleaning devices fitted.", reason for rejection is "A headlamp levelling or cleaning device inoperative or otherwise obviously defective". So if they try and fail you for it not working, just point out that it's not part of the test for your car as you don't have HIDs or LED dipped beams and therefore can't fail.
