Preglow period very long

My 2005 Fabia 1.9TDi is taking an extremely long time in the pre-glow period (often 3-5minutes and it is barely freezing) before the solenoid operates to allow the starter motor to turn. Then starts beautfully. The preglow light does show, only the engine light when the period is over. Any suggestions?

Glow plugs on their way out?

Having posted this I have watched this even more closely: the glowplug light does come on but only after the solenoid has operated and, since the weather is not so cold, the engine ready to start also comes on virtually at the same time.

What is this 'solenoid' noise I can hear? What is locking out the starter system: preglow and starter motor for so long?

I didn't think the starter was locked out at all in the startup routine. I occasionally get in and turn the key fully without allowing the glowplugs to warm - certainly turns over without delay then.
