Cant VAGCOM do all that even without activation?

i was looking at this item and i feel very tempted to get one considering its only

VAG-COM is free to download and has a better interface - from the looks of that description, it can only display codes, rather than text descriptions on the problem?

The OBD 2 scan tool claims to display over 700 possible error codes. VAG-COM has a database of more than 7500 error codes and decodes these.

OBD-II is a government mandated diagnostic protocol that is primarily aimed at diagnosing emissions-related problems. An OBD-II scan tool will work in many different brands of cars. VAG-COM uses VW's proprietary diagnostic protocol and will only work in VW/Audi vehicles. Although you can use an OBD-II Scan Tool in an OBD-II compliant (1996 or newer) VW or Audi, an OBD-II Scan Tool can only talk to the engine, not the numerous other "intelligent" systems in the car.
