As title really, seen some mrk 3 golf steel rims and thinking of getting them for my fabia for winter tyres, so just want to make sure they'll fit, I think I've got to have winter tyres of 165/60R14 as that's what I've got already and they free from work so would a 6j be ok for that size?

No, thet won't fit. The only Mk3 Golfs with the same 5x100 fitting as your Fabia were the GTIs and VR6 which all came with alloys. All the others were 4x100
