After a brief look in the engine bay, can anyone enlighten me as to where the oil filter is situated?

They are underneath at the front of the engine :-)

i have 98 octavia a4 with aee engine and it makes very strange thing when i start the engin it starts good in the morning or after a long time off but when i drive many short trips it cant start and there is a noise from the throttel body when i lokked at it i see the gate is little open and will not be seated in its place i pul the plug many time and it is seated so i turn engine on it goes ok ?? this keep hapening even after cleaning the throttel and resetting it at the shop some time the rpm goes hig by it self when this happenes then i know if i stop the engine it will not run again except i do the plug again i wonder it is the water sensor or the lampda sensor or the fuel pump or even the throttel body is the reason for that and the big problem is the technician guys is not familiar with aee 1.6 engine i need help cause they caused me to change a working control unit by mistake so help me plz

Filter only accessible after removing the undertray I suppose?

Yes, unfortunately. Some vrs' had the full understray, and some had the "half" undertray.
