Correct, there is no law for HID fog. However, I've read that in Fog, or poor visibility, pure white/blue is not what you want. You actually want Yellow light to give the best vision.

correct 3000K HID's in foglights look awesome - deep yellow tint to them too!

White light is fine for distance, but yellow is high intensity in a short distance - along with a better ability for you eye to pick out movement, eg people animals etc.
