Felicia - Basic Setting Not Performed

Guys-

Trying to diagnose and repair a friend's 1998 UK model Felicia 1.6 GLX MPI. Symptoms are very low idle speed which dies when changing gears or at idle, even straight after starting now. Scanned with my VAG-COM, fault code as follows-

I don't know how to perform a basic setting on this vehicle, on my Audis and VWs often the breather pipes have to be blocked off, etc. Any ideas?

I wondered if it's a throttle adaptation issue as i went into measuring blocks and it seemed a little out- 9.9 where the idle range was up to 7.0?
