Well, they're not manipulating co2 test results, it is what it is within the rules.. what co2 tests represent is somewhat outdated simply. If they want to spend money to update the rules im sure manufacturers will find ways to get round it. At the end of the day, is it really all that important?

Its a bit like saying red bull is cheating because they have more tricks up their sleeves than HRT in F1, not the case (most of the time ).

They are manipulating the results, as they are cars in a non-production state and then they are allowed to further reduce the figure by 4%.
