I have a 56 vrs with the lower fogs. if I go to my garage and ask them to activate drl via vagcom, will those lights be on when the sides are off, or does it only work if drl are fitted?

A 56 vrs won't have DRLs. You may be able to enable sidelights to be always on but not sure what purpose that serves as in daylight they're barely visible which defeats the object.

I think they run at reduced output, I've been stopped once & explained that they were drl's and they were fine about it.

If the fogs are used as DRL's and use reduced output will they be abled to be used as fogs by turning them on. Or are they now just DRL's, will they be on when you select dipped headlights

People will think you have your fogs on

No they turn off when sidelights or dipped are turned on.
