hi my octavia mk2 1.6 mpi pulls to the right. it was so when i bought the car , it has rolled 13 000  miles. is this normal ?

Hi. In general I'd say "No" that's far from normal, but if you could maybe describe in more details just when it pulls (driving straight, braking???) then it might be easier to offer advice.

when im driving normal , must turn the steering wheel to left a little little bit for it to straight. booked an appointment with a workshop for them to check up on this, but was there and I cancel the time couse i thought it was the normal

They all do that, well lots do! - because you have a suspension misalignment somewhere.  A properly equiped 4 wheel alignment place will find and will see what needs to be done to sort it. 

You will hopefully find your car transformed - grip, handling and steering precision - like a sports car. 

Here in UK, few if any mainstream dealers have the right kit, Hunter being a popular one here.  But the most important part is really the operator.
