Skoda service manual here should help:

Having refitted a bumper myself, the bumper is screwed to the body at the wheel arch, on the under side edge, and a couple just below the light fittings. It clips to the body just below the boot lid. There are two 8/10 mm bolts either side from the boot interior, through the bodywork into metal plates in the inside of the plastic bumper. On the left side of the car one of these bolts fixes the CD changer to the side of the boot.

Refitting after removal, I would clip the bumper to the car at the lip of the boot under the boot lid then fix the two bolts either side. Once the bumper looks right I would then do the wheel arch followed by the two screws under the lights then the bottom edge of the bumper.

Note, Skoda uses sealant around the bolts and you might have to pull. There is also a sneaky screw at the very tip/to edge of the bumper at the wheel arch - screw is not really visible - have to feel for it from the inside of the wheel arch.

It'll take you an hour or so and will require taking the boot interior trim out to get at the bolts holding the bumper and the bolts holding the light clusters.
