Faint whistle on engine start

I hear a faint whistle whenever I start the engine, in immobile status, it's very faint, off course when I start moving the sound of the engine accelerating tends to over rides it, and the sound is there when I get to my destination or each time I stop.

 

Could anyone tell me what shall I look for or repair? Is it normal? Shall I just forget about it?

Check all the vacum/air intake pipes, including the air filter housing. thats a good place to start.

Today I noticed that when I press the window button the sound totally stops for a second! I think something is not right with the electric system! What do you think?

I've checked the air intake and filter chamber but I couldn't find any visible faults.

Finally, it's the miserable fuel filter! It has some regulator in it that causes the sound, nothing serious, but seems to me that it's of bad quality although I did install it at the Skoda agency itself here in Cairo. Looks like they're not selling original parts, or maybe the original part itself is defected! Any suggestions on a good fuel filter that I can use?
