I have read on an other site from a mechanic that this problem is a ticking time bomb just waiting to happen.the shaft is badly machined and could go at anytime.causing a wrecked engine and turbo.is this true

I don't think this applies to the engines used in the Octavia.

Correct, only applies to the Passat and Superb MK1, the problem does not apply at all to the MK2 Octavia.

Yes thankfully none of the diesel engines in the Octavia used a balance shaft driven oil pump, so this problem doesn't apply.
