Would a 13 inch lupo wheel be any good as a spare the tyre is a 175 65 13 and the et is 43.

Possibly. Unless someone has already tried one and knows. It will deffo go on but it may not clear the caliper on the front. I have tried several different VW 14" wheels and have yet to find one that will clear the caliper other than the specific ones for the Citigo/Up/Mii. You would have a +5.18% speedo error. 

IMO the caliper fills the 14" Alloys so unless tis going on the rear as previously said by Peter, it will not fit
