Problem with tow bar electrical connector.

I apologize if this subject has been covered before, and if so someone please point me in the right direction.

 

2013 Superb Wagon, with factory installed tow bar and electronics.  I don't seem to have any output from the connector, except for continuous power on Pin 9.  I would like to measure with a test lamp the pin locations for left turn, right turn, stop and tail lights, but the electronic logic has defied me to date.  I have all the schematics and even a suggestion that a jumper should be placed between Pin 12 and 3, as this is used as a "sense circuit". 

 

I am trying to use this to run a Reese electronic switch to be able to hook up a USA trailer that only has four wires (tail, Rt stop/turn, Lt. stop/turn, and running lights).  Any ideas short of rewiring the trailer to Euro standards?
