So my change in speed is not working. If its on either of the four settings is wipes at the same rate. 

 

So I assume my lever has had it? or should I say the toggle switch on the lever?

I can't give you the answer, but mine does the exact same thing.

Sometimes if I sort of gently push the whole stalk in towards the steering wheel it will go onto the speed that the switch is set at.

I was assuming I was going to need a new stalk at some point

The 4 position switch is not the speed of the sweep but the sensitivity to rain sensing when on the first upward click of the stalk to automatic rain sensing mode.
