Googled the part number and this post came up. Sorted 

cable release also stopped working it had come out of the housing, fixed. 
odd thing is that when I looked at the other seat to see how the cable worked it did not have a cover so I didn’t put 2 and 2 together. 

I'm here because I just folded my rear seat for the first time in my new (to me) 2014 Octavia, and found these two pieces floating around. Googled the part number and was glad to find this thread! Thanks peoples.
